紀念228--防止悲劇的重演

Dear FAPA Members:
The following announcement, given to me by our member Shyu-tu Lee, who serves as the Secretary General of the Formosan Association for Human Rights, calls for the commemoration of the February 28, 1947 massacre. The event is certainly an important one in Taiwan’s history. I am therefore passing this call to you. The revered philosopher George Santayana tells us, “Those who cannot remember the past are condemned to repeat it.” We’ll do well to heed his warning.

紀念228--防止悲劇的重演
全美台灣人權協會對台灣國內外社團的呼籲
對社會群体而言，人類的智慧與社會的進步是由過去的經驗累積而成的；對個人而言，對世事的認知與取向是建基於對歷史真相的了解。所以我們應該要了解過去，特別是對人類經過群体血淚歷煉的歷史事件，我們更要讓世世代代的人記取教訓，防止悲慘事件的再度發生，提升人類的人性。
台灣在1947年發生的228事件是台灣人血淚歷煉的歷史事件，據估計二萬人被殺害，手段殘忍。單就人權的觀點而言，228事件的發生與演變是無視於對人權、生命應有的尊重，是一族群對另一族群的清洗迫害、是人類不容再次發生殘無人性的行為。六十三年前的屠殺固然可怕，施暴者尚未受到應有的懲罰固然可恨，可是更可怕、更可恨的是六十三年後的今天，台灣人民不但沒有得到保証歷史悲劇不會重現，反而歷史悲劇的影子似乎閃爍在台灣人身邊。人權政治迫害重現於今日的台灣社會，天安門事件、西藏新疆血醒鎮壓的影子似乎一步一步的在黑暗中向台灣螻動。
我們要喚醒所有的台灣人民、喚醒世界友人，關注台灣的人權問題、關注世界各地的人權問題。讓我們在台灣國內外、在二月二十八日那一天，舉辦活動，或探尋228的歷史真相、或探索228事件的責任歸屬、或探討轉型正義的追求、或傳播人權的真諦、或了解世界各地的人權迫害、或評判台灣目前的人權問題、或研討當下惡鄰霸權對台灣人權的危害。
朋友們，請付諸行動，您、我一起來悍衛我們的人權、來關注世界各地的人權。我們必須防止悲劇的重演。

"Formosa Betrayed" 被出賣的台灣

專題演講 題目：視覺文化的228事件
講員：廖炳惠教授﹝加州大學聖地牙哥校區，川流台灣研究講座教授﹞
廖炳惠教授將探討視覺文化中表現出來的，對於1947年228事件的闡識與彌補。他將從西川滿的228輓歌開始說起，引用許多作品來說明，其中也包括侯孝賢導演的電影和吳瑪利的藝術創作。

廖炳惠在台灣的雲林縣二崙鄉出生、長大。東海大學英文系畢業﹝1976﹞後，就讀於國立台灣大學，得到英美文學碩士學位﹝1982﹞。 由於加州大學聖地牙哥校區教授﹝Professor William Tay﹞的邀請， 廖教授於1983年 進入該校攻讀。 1987年得到比較文學博士學位時，並且被選為當年的Michel de Certeau Award 最佳論 文獎得獎人。畢業後 ，廖教授旋即任教於國立清華大學，負 責創辦文學研究 所，希望能夠建立起中西文學和批判研究對話的領域。廖教授並出任所長﹝1992-94﹞， 努力使得該所 成為亞洲地區跨地域、跨文化研究的中心之一。

廖炳惠教授曾任普林斯頓大學﹝1991-92﹞和哈佛大學燕京學院﹝1996-97﹞ 的訪問學者。在普 林斯頓 大學的期間，他曾和著名後殖民理論學者Homi Bhabha共同做過研究。2001年，廖教授於紐約市的哥倫 比亞大學擔任客座教授時，正好碰上911事件。在接受現職﹝加州大學聖地牙哥校區，川流台灣研究講座教授﹞前，廖教授也兼任台灣行政院國家科學委員會的人文及社會科學發展處處長，負責發展研究工作的經費補助。

廖炳惠教授除了擔任台灣眾多學術協會的運作工作之外，他也是一些國際上有名的大學出版社的編輯，包括哥倫比亞大學出版社﹝文化歷史記憶方面﹞，Griffith大學的出版社﹝Griffith University’s Key Centre Books﹞，以及Lingnan大學的中文現代文學期刊﹝Lingnan University’s Journal of Modern Literature in Chinese﹞。 除此之外， 他也是英國藝術和人文研究委員會的委員，同時也擔任一些主要 亞洲大學的外部審查人﹝External Examiner﹞

廖炳惠教授著作繁多，不但有十幾本以上的中文專書和幾百篇中文和英文的論述，而且領域範圍極廣。這些領域包括後殖民理論、音樂和文化、以及現代台灣文學和影片。他的著作書籍在台灣和中國，均受到極高的賞識和評價。

魏良夙女士 ─ 鋼琴
魏良夙女士出生於台灣，十一歲隨父母移居加拿大，自幼即展現音樂天賦，先後取得多倫多皇家音樂學院 ARCT 鋼琴演奏文憑；多倫多大學鋼琴演奏學士；英屬哥倫比亞大學音樂碩士及南加大音樂博士班研究士。魏女士擁有二十五年教學及評審經驗，曾任教於台灣東海大學音樂系及美國太平洋大學音樂院，並屢次擔任台灣全省鋼琴比賽評審及現任 Del Valle Fine Arts音樂季評審委員，此外；魏女士亦具有豐富伴奏 經驗，曾擔任 Stockton 交響樂團，Cantabella 兒童合唱團，Sycamore 絃樂團等專任伴奏。近年來；她 特別專注於推廣藝術教育,多次隨加拿大藝術基金會贊助的 Musical Performance and Communications 巡回演出，擔任專題演講及演奏，遍及北美洲各大專院校和中小學。魏女士目前任教於 San Diego Greene Yamaha Music Education Center.

(記者林蓮華/羅斯密市報導)2月13日(周六)除夕夜，FAPA台灣人公共事務會南加地區三分會，特邀「台灣最大棟」知名政論名嘴吳國棟，從台灣來洛與同鄉圍爐並發表專題演講「台灣政經情勢」，約有300多人出席。他以資深媒體人之姿，從現今台灣媒體被執政馬英九政府日益嚴厲操控，這是台灣民主自由的一大隱憂，而他一直無畏當權，要的就是一個「公義」。
吳國棟首先看到座上「台灣阿嬤」蔡黃瑞雲三代同堂捧場，他有感而發地說:「台灣母親都要站出來，因為她們可以影響一家人，台灣才會有希望。」

被票選台灣一名嘴「台灣最大棟」，吳國棟認為，7年來在電視、廣播努力以赴，最重要的是爭取「公義」，因為台灣人是沉默的一群，不懂得爭取自己的權益。他最服譍英國大作家羅斯金的名言:「一個人能夠做的最偉大的事情，就是能夠很誠實地告訴世人所看到的真相。」他認為，「記者的筆就像是將軍的劍」自己不是民進黨，只是一個媒體人，所以就要亳無忌憚地告訴大家事實，這是身為一個記者的職責。

常有人會問他，這麼拚有用嗎? 吳國棟以他去西藏見活佛的例子說明，當時他要求活佛要顯現奇蹟，才會相信活佛有神力，結果，活佛反問說，我顯現奇蹟，您看得到嗎?當時，他馬上領悟，只要能夠繼續說出真實，不厭其煩的告知，直到改善為止，他深信一定會影響到一些人。

至於，作為一個領導人，他認為一定有要能力、魄力、領導力，但馬英九完全沒有這” 三力” 。 每次舉行聽友會或為候選人站台，都問台下日子過得好嗎? 70-80% 都說不好過，大家都被” 馬上好” 騙了；所以，人民的力量覺醒，恐怕是馬政府最害怕的事。
 國民黨在台灣的不公不義，已引起人民反感，所以這次立委補選，民進黨的口號打的就是「公道」，還給台灣人一個公道的新價值。

他提到五都選舉，指出台灣現在正進入「逐鹿並起」的時代, 此時會有更多人才站出來，但遊戲規則一定要公平公開。最後，她以江蕙新歌《重新認識你》意喻，「重新認識你、用力把您摟緊緊… 」鼓勵綠營，選民會重新認識” 您” ，用力把” 您” 摟緊緊，重新出發，走向正道，人民是會不離不棄緊相隨。吳國棟結束洛杉磯行程後，將繼續為FAPA到休士頓、沙加緬度巡迴演講，16日返台。

FAPA EXPRESSES OUTRAGE OVER HIGH COURT's DECISION TO EXTEND FORMER PRESIDENT CHEN's INCARCERATION

February 8, 2010
The Formosan Association for Public Affairs (FAPA), a Washington DC-based advocacy organization of Taiwanese Americans, today expressed outrage over the February 8 decision by Taiwan’s High Court to extend the detention of former president Chen Shui-bian by another two months from February 24.

This is the third time the High Court has extended Chen’s detention. The first was from October 24 to December 24 last year, and the second was from December 24 to February 24.

“This is continued political persecution by judicial means,” states FAPA President Prof. Bob Yang. “The reasons given by the court for Chen’s continued detention, that Chen could abscond and/or collude with witnesses, are far-fetched.”

In June 2009, international scholars already expressed concern about the legal process surrounding the detention of Chen in an open letter to President Ma Ying-jeou. They wrote: “We believe that the court decisions to repeatedly detain President Chen are unreasonable and unnecessary, and have severely damaged the credibility of our judicial system.”

Yang concludes: “Earlier, Law professor Jerome Cohen — a professor of President Ma Ying-jeou’s at Harvard University — stated that Chen faced the near-impossible task of defending himself from jail and was “fighting with one arm tied behind his back.” We wholeheartedly agree. Chen’s incarceration is making it sheer impossible for the former President to build an adequate defense, denying him a truly fair trial. FAPA therefore calls upon the KMT authorities to release former President Chen, enabling him to better prepare his defense.”
“It is another sad day for Taiwan’s young democracy.”

Orange County Taiwanese American Community Scholarship Award Application

Applicants should be US citizens (or permanent residents) and college-bound seniors in the graduating class of 2010 from high schools in Orange County, California.
Please submit the application in the mail with the following documents:
1. A biography of no more than 500 words demonstrating leadership potential and commitment to public service. It must be typed, double-spaced, with size 12 font and one-inch margins on all four sides.
2. An essay of no more than 1000 words, on the topic below:
Indicate a person who has had a significant influence on you and describe that influence.
It must be typed, double-spaced, with size 12 font and one-inch margins on all four sides.
3. One recommendation letter from one of your school teachers or counselors
4. A copy of your official high school transcript

The objectives of Taiwanese American Community Scholarship Award are:
(1) to promote community involvement and social service,
(2) to recognize high school seniors with leadership qualities as well as a commitment to community services, and
(3) to encourage them to pursue higher education.

There are a total of eleven groups. Each of the ten core schools listed below is considered a group. Applicants from any other high schools in Orange County are categorized together as a group. In each group, there will be one scholarship award per 1 to 5 applicants, two awards per 6 to 10 applicants and three awards for more than 11 applicants.
