增廣國際觀,從華府看天下認識美國
各位橙縣的會員Dear FAPA Orange County Chapter Members:
為了協助台灣民主深化,以及提昇台灣國際地位,我們亟需具有國際觀的台灣年輕領袖。
FAPA與其他台美社團特地在2010年二月假華府做為期一週的國際人才培訓營。
希望經過培訓,學員能對美國的民主制度、政府立法、行政部門的運作、組織及架構,與台美的關係有更深入的了解,並與台美社團建立健全的溝通管道。
感謝張超英夫人慷慨捐款,大力贊助此工作營,但仍有一些極優秀的學員因旅費和吃住費用尚無著落,無法成行,極為可惜。Orange County理事會認為這是一個極有遠見,也具意義的活動,因此決定向會員們募款,幫忙贊助此一極有意義的活動。
希望大家都能略盡棉薄,捐款數目多寡不据,十元、二十元不嫌少,五百、一千不嫌多,各盡所能。
所有捐款,皆可抵稅,總部會出具抵稅証明。

Dear Members of the FAPA Board:
I am writing to urge our 54 chapters to please consider contributing to the FAPA Workshop Assistantship Fund. Many of our applicants will need financial help to enable them to come to Washington, D.C. for the February 14-20, 2010 FAPA Workshop for Emerging Taiwanese Leaders. The need is especially acute for student applicants. We have very promising candidates that we hope to not turn away because of monetary limitations.
It is our estimate that each Workshop participant will spend $2,750 for the Workshop- $1,700 for round-trip airfare and $1,050 for States-side expenses. Money required to run the Workshop has already been donated by the family of Mr. Chao-Ying Chang.
I am therefore calling on our chapters with sufficient reserves in their treasuries to please donate to the Assistantship Fund. Several chapters have already responded generously. However, we need more of you to come forth. Please make your check payable to “FAPA” and write “Workshop” on the memo line. Send the check to FAPA Orange County Chapter, P.O. box 4439, Irvine, CA 92616-4439 or call the chapter to pledge your support.

TAIWANESE AMERICAN ORGANIZATIONS URGE OBAMA TO STAND UP FOR TAIWAN DURING CHINA VISIT
In a letter dated November 12, 2009, sixteen Taiwanese-American organizations appeal to President Obama to “reaffirm America's support for freedom, democracy and human rights in Taiwan” during his visit to China.
The signatories of the letter are: Kang-Hou Wang, President of Dr. Kang-Lu Wang Memorial Foundation; Terri Giles, Executive Director of Formosa Foundation; Linda Lin, President of Formosan Association for Human Rights; Bob I. Yang, President of Formosan Association for Public Affairs; Mary Helen Cruz, President of Friends of Taiwan, Inc.; Ing-Hour Lin, President of North America Taiwanese Professors' Association; Sheyling Chang, President of North America Taiwanese Women's Association; Jung T. Tsai, President of North American Taiwanese Medical Association; Ben Liu, President of Professor Chen Wen-chen Memorial Foundation; Chanchi Lee, President of Taiwan Hakka Association for Public Affairs in North America; Pauline Lee, President of Taiwanese Alliance for Interculture; Chung-nan Shih, President of Taiwanese Association of America; Fred H. FAPA President Bob Yang, who initiated the letter, states, “There is an anxiety among Taiwan supporters that President Obama might make concessions on Taiwan for the sake of obtaining Chinese cooperation on a host of international issues during his trip. Because we know from experience and from China's past statements and actions that Taiwan is China's top concern on its foreign policy agenda.”
Yang continues, “President Obama should strongly urge the Chinese government to remove the military threat factor out of the cross-strait equation, such as renouncing the threat to use force against Taiwan and dismantling the missiles targeted at Taiwan. No one should be allowed to bring a gun to the negotiation table. And Taiwan's democracy, freedom and security are not bargaining chips, anytime, anywhere.”

台美人社團聯署呼籲奧巴馬總統訪中一行應堅定支持台灣
十六個台美社團於今日(12日)聯署呼籲奧巴馬總統在訪問中國之行,能夠重申美國對台灣自由,民主與人權的支持。
聯署這封信函的社團分別為:王康陸博士紀念基金會會長王康厚,福爾摩莎基金會執行主任賈泰麗,全美台灣人權協會會長林純容,台灣人公共事務會會長楊英育,台灣之友會會長 Mary Helen Cruz,北美洲台灣人教授協會會長林英侯,北美洲台灣婦女會會長林瑟玲,北美洲台灣人醫師協會會長蔡榮聰,陳文成教授紀念基金會會長劉斌碩,北美台灣客家公共事務協會會長李常吉,台灣協志會會長李寶蔆,全美台灣同鄉會會長施忠男,美洲台灣客家聯合會會長王興富,世界台灣同鄉會聯合會會長、世界台灣人大會召集人程韻如,台灣獨立建國聯盟美國本部主席陳少明。
發起這封聯署信函的FAPA會長楊英育表示:「許多台灣支持者目前普遍擔憂奧巴馬總統有可能在訪問中國時,為了獲取中國在一些國際問題上的合作,而在台灣議題上有所讓步。這樣的擔憂是因為從我們過去的經驗以及中國發表的言論與行為來看,台灣是中國外交政策上的首要目標。」
楊英育繼續表示:「奧巴馬總統應該強烈呼籲中國政府將軍事威脅這個因素從台海議題裡徹底移除,比如中國應放棄威脅或使用武力犯台,或是拆除對台導彈。我們不應容許帶著槍上談判桌。台灣的民主,自由與安全無論在何時、何地,都不應是談判籌碼。」

FAPA EXPRESSES OUTRAGE OVER SENTENCING OF FORMER PRESIDENT CHEN
The Formosan Association for Public Affairs (FAPA), a Washington DC-based advocacy organization of Taiwanese Americans, today expressed outrage over the heavy sentences meted out on September 11th 2009 in Taipei to former President Chen Shui-bian and his wife Wu Shu-chen.
“This is political persecution by judicial means” states FAPA President Prof. Bob Yang. He adds: “Chen’s real “crime” is that he pushed the entrenched Kuomintang regime out of office in 2000, and moved Taiwan in the direction of freedom and independence.”
Yang adds: “Many international scholars have expressed concern about the legal process. If we examine similar past graft cases in Taiwan and other countries around the world, this unusually heavy sentence given to Chen only reinforces the belief of many Taiwanese citizens and international scholars that the charges against Chen are politically motivated. FAPA calls upon the KMT authorities to release former President Chen pending the further appeal procedures, which are bound to take a long time. His incarceration is making it sheer impossible for him to build an adequate defense, denying him a truly fair trial.”
Yang concludes: “The Kuomintang government could have moved Taiwan in the right direction by conducting a scrupulously fair trial. Instead, they blew their chance and turned it into a political circus, deepening the political divide in Taiwan.”
“It is a sad day for Taiwan’s young democracy.”
The life sentences to Chen and his wife are making it increasingly difficult to bridge the political divisions on the island. In the 1980s and 1990s, Chen was part of the vanguard of the island’s democracy movement, mainly consisting of native Taiwanese who had been kept out of the political by the ruling Kuomintang, which came over from China after World War II.
Historical Background
During some four decades of Martial Law (from 1949 through 1987), the Kuomintang regime – first headed by Chiang Kai-shek and later by his son Chiang Ching-kuo – ruled with iron fist, in a one-party system which ruthlessly dealt with political opponents. Chen and his wife themselves were victims of this system: in 1985 Chen served eight months in prison on political charges, while Wu Shu-chen was paralyzed from the waist down after being hit by a truck during a post-campaign rally.
Taiwan’s transition to democracy in the late 1980s and early 1990s was largely due to the determination and persistence of the group of opposition members of the Democratic Progressive Party, of which Chen was a leading member. His election to the presidency in 2000 was the culmination of Taiwan’s quest for democracy.
Observers in Taiwan and abroad agree that Chen may have made mistakes during his presidency, but that the charges against him, and the way the judicial process was carried out, reflect a heavy political bias. They point to the incommunicado detention during the first month after his November 11th arrest, the mysterious switching of judges at the end of December 2008.

The Formosa Foundation is organizing a Congressional Screening of the film Formosa Betrayed in coordination with Taiwanese Americans from across the country. The event will take place on Monday, September 14, 2009, starting at 6:30 p.m. at The Newseum. The event is open to Members of Congress and their staff only.

CNN headline :Taiwanese President Ma Ying-jeou said Sunday he accepts responsibility for the government's slow response after Typhoon Morakot slammed into the island killing at more than 120 people and unleashing floods, mudslides and misery.
Ma, who has faced heavy criticism from victims of the disaster, ruled out resignation, insisting his government did its best in the face of difficulties, however he pledged an investigation into any irregularities.
"Certainly, I will take full responsibility whatever the blame is because, after all, I am the president of this country," Ma told CNN, saying heavy rains grounded rescue helicopters in the first few days after the storm hit, delaying relief.
